Eligibility conditions

Nationality and age

Candidates must hold Moroccan nationality and meet the legal age requirement for sitting the competition. For the administrator 2nd grade cadre, candidates must be at least 18 years old and no more than 45 years old on 1 January of the current year.

The age condition does not apply to civil servants who are not subject to it, meaning those covered by specific statutory provisions. The legal provisions on retaining budgeted posts also apply to candidates who are former resistance fighters, wards of the nation, former military personnel or former combatants, as well as candidates with disabilities, where the conditions for applying them are met.

Required diploma

Candidates must hold the diploma required in the specialty mentioned above. For the administrator 2nd grade, the accepted diplomas are:

  • the higher advanced studies diploma, or
  • the higher specialised studies diploma, or
  • the master's or specialised master's degree,

issued by university institutions, institutes or national schools, or one of the recognised equivalent diplomas, or one of the diplomas determined in accordance with the regulatory provisions in force.

A certificate of success is not sufficient: a copy of the diploma itself must be provided. For diplomas issued by a foreign university or by a private higher-education institution, additional documents relating to equivalence are required, as detailed below.

Application file and supporting documents

The application file contains several documents, some mandatory for all candidates and others conditional on the candidate's situation:

  • A handwritten application to take part in the competition, addressed to the head of the institution concerned, stating the candidate's name, address, telephone number and email address, signed by hand, and specifying the cadre and specialty.
  • A curriculum vitae (CV) with the candidate's photograph.
  • A copy of the electronic national identity card.
  • A copy of the required diploma in the specialty (a certificate of success is not accepted).
  • A copy of the equivalence decision published in the Official Bulletin, accompanied, where applicable, by the certificates and diplomas provided for in the equivalence decision, for a diploma issued by a foreign university.
  • A copy of the table published in the Official Bulletin setting out the equivalence of the diploma issued by a private university or a Moroccan private higher-education institution.
  • Authorisation to sit the competition for candidates who are civil servants.
  • Authorisation from the Head of Government for candidates who have exceeded the recruitment age limit.
  • A document proving disability, issued by the competent government authority's services, for the candidates concerned.
  • A document proving membership of the former resistance, wards of the nation, former military personnel or former combatants, for the candidates concerned.

Notes on conditional documents

The equivalence decision or table does not concern all candidates, but only holders of a diploma issued by a foreign university or by a private higher-education institution. Likewise, the authorisation to sit the competition applies only to civil servants, and the Head of Government's authorisation only to those who have exceeded the age limit.

The disability document and the document proving membership of the categories of former resistance, wards of the nation, former military personnel and former combatants are requested only from the candidates concerned, under the provisions on retaining budgeted posts.

Application procedure, step by step

  1. Read the official announcement and check the general and specific conditions.
  2. Gather all the required documents, taking into account the documents conditional on the candidate's situation.
  3. Access the electronic recruitment platform indicated by the administration.
  4. Complete the electronic form and attach the requested documents.
  5. Send the application through the platform before 22 November 2026.
  6. Keep proof of the electronic submission where possible.

Applying through the platform is mandatory and exclusive. Applications that are incomplete, do not meet the conditions, contain inaccurate statements or data, or are submitted after the deadline are rejected.

Competition tests

For the administrator 2nd grade cadre, the competition includes the following tests:

  • General written test: covering various legal, economic, managerial, social, human or scientific issues, lasting three (3) hours, coefficient 02.
  • Special written test: covering the field of the administration's specialties, or the required specialties, or the duties or functions to be performed, lasting three (3) hours, coefficient 03.
  • Oral test: an interview in which the panel discusses various topics and issues with the candidate to assess their ability to perform the duties or functions linked to the grade concerned, lasting between 15 and 30 minutes, coefficient 03.

Access to the oral test

Only candidates who are accepted, have sat both written tests and obtained the required average may proceed to the oral test, under the conditions set in accordance with the regulatory provisions in force for each cadre and for the grade to be filled.

Salary

Salary: from 8000 to 11500 MAD per month.

Practical preparation advice

Since the general written test covers legal, economic, managerial, social, human and scientific issues, candidates should pay attention to public policies and to issues in higher education and scientific research, linking them to the national context.

The special written test covers the required specialty, namely management sciences, as well as the duties and functions linked to the administrator 2nd grade cadre. Candidates should focus on the fundamental concepts of management and on the nature of the administrative tasks attached to this cadre.

For the oral test, it is better to prepare to discuss a range of topics and to demonstrate analytical and communication skills, since the panel aims to assess the ability to perform the duties of the grade.

Checklist before submitting

  • Check Moroccan nationality and the age condition (18 to 45 years old on 1 January of the current year).
  • Make sure you hold the required diploma in the specialty, with a legible copy.
  • Prepare a handwritten, signed application stating the cadre, specialty and contact details.
  • Attach the CV with photograph and the electronic national identity card.
  • Add the equivalence decision or table if the diploma is foreign or issued by a private institution.
  • Add the required authorisation for civil servants or for candidates who have exceeded the age limit.
  • Add the disability or membership document where applicable.
  • Check submission through the platform before 22 November 2026.
